Regular fluid replacement should be scheduled based upon the recommendations of the manufacturer or basic wear and tear, to help lubricate your system properly and keep it in good functioning order.  Many modern vehicles still use fluid in the steering systems for power assisted steering and if not properly maintained it can become difficult to steer your vehicle. Most power steering systems use specific fluids that contain detergents, corrosion inhibitors, and have good viscosity enhancers. The detergent keeps the system clean, which is very important.
